What this authority does
The DRC justice ministry oversees an enormous jurisdiction in which military courts have historically exercised jurisdiction over civilians — a practice repeatedly criticised and partially curtailed. The 2006 Constitution created the Cour Constitutionnelle, operational since 2015.
