The President promulgates by decree. Because sessions are short and infrequent, a great deal of binding detail is issued as government decrees and ministerial instructions between sittings.Bills may be introduced by the President, either chamber, state legislatures or by citizens with 0.13% of the electoral roll. Both chambers must pass an identical text; the President may veto, and Congress overrides with two-thirds of each chamber. Constitutional amendments need two-thirds of Congress plus a majority of state legislatures (Article 135).A bill may be initiated by the Prince or proposed by the National Council. Government bills are laid before the Council, examined in committee and voted; adoption requires the agreement of both the Prince and the Council. The Prince then promulgates the law by sovereign ordinance and it is published in the Journal de Monaco.
Legal professionThe Lao Bar Association, established under the Law on Lawyers, licenses practitioners after a law degree and a period of supervised practice; the profession remains very small relative to population. Village mediation units handle a large share of civil and family disputes before any court becomes involved, and are formally recognised as part of the justice system rather than an informal alternative to it. Foreign lawyers advise on commercial and investment matters but cannot appear in court.A law degree plus a cรฉdula profesional from the Education Ministry licenses practice; there is no compulsory bar examination or single mandatory bar, which distinguishes Mexico from most of the region. Notaries public are a separate, strictly limited state-appointed profession with exclusive competence over real estate and company deeds.A small bar of avocats-dรฉfenseurs, avocats and avocats stagiaires, organised as the Ordre des Avocats, with admission requiring Monegasque nationality preference, a law degree and a traineeship. French avocats may appear in specified circumstances. Notaries are appointed by sovereign ordinance and are few in number.
