The legal system of Laos
A socialist civil-law system under the constitutionally recognised leading role of the Lao People's Revolutionary Party. Codification came late and in pieces: a Civil Code consolidating earlier separate laws on contract, property, family and inheritance was adopted in 2018 and took effect in 2020, and a Penal Code replaced the 1989 criminal law in 2017. All land belongs to the national community under the Constitution and the Land Law, so private rights take the form of long-term use rights rather than freehold, which is the single most consequential feature for anyone dealing with Lao property.

The legal profession
The Lao Bar Association, established under the Law on Lawyers, licenses practitioners after a law degree and a period of supervised practice; the profession remains very small relative to population. Village mediation units handle a large share of civil and family disputes before any court becomes involved, and are formally recognised as part of the justice system rather than an informal alternative to it. Foreign lawyers advise on commercial and investment matters but cannot appear in court.
