Government and administration in Afghanistan
How the executive, legislature and administrative state are organised, and which body is responsible for what.
The three branches
- Leadership — Amir al-Mu'minin
- Supreme authority, based in Kandahar; decisions are final.
- Executive — Cabinet of acting ministers
- Headed by a Prime Minister; all posts designated acting.
- Legislative — None sitting
- The National Assembly established in 2004 does not function.
- Judiciary — Supreme Court and lower courts
- Judges appointed by the administration.
- Religious enforcement — Ministry for the Propagation of Virtue and the Prevention of Vice
- Issues and enforces conduct directives.
How legislation is made
There is no legislature in session and no published bill procedure. Rules take effect through decrees and ministerial instructions attributed to the Amir or the cabinet, publicised by announcement rather than through a functioning official gazette process.
