It declares certain articles unamendable — the form of government, national territory, and the presidential term — and Article 239 barred anyone who had served as President from serving again, a clause at the centre of the 2009 crisis and the 2015 ruling that set it aside.

Separation of powers
Unitary, with 18 departments and 298 municipalities. Municipal autonomy is constitutionally protected, and the Garifuna and Miskito communities hold collectively titled coastal land recognised in Inter-American Court judgments.
