The three branches

Head of state and government — Beretitenti (President)

Directly elected, but only from candidates nominated by the Maneaba from among its members.

Executive — Cabinet, including the Kauoman-ni-Beretitenti (Vice-President)

Ministers are drawn from the Maneaba and are collectively responsible to it.

Legislative — Maneaba ni Maungatabu

45 members: 44 elected plus a nominated Banaban representative; the Attorney-General sits ex officio.

Judicial — Court of Appeal and High Court

The Chief Justice is appointed by the Beretitenti on the Cabinet's advice after consulting the Public Service Commission.

Local — Island councils and the Rabi Council of Leaders

Bylaws, island funds and local services.

How legislation is made

Bills receive three readings in the single chamber and are assented to by the Beretitenti. Constitutional amendments require a two-thirds majority of all members, and amendments affecting Banaban land rights or the Banaban representative additionally require the support of the Rabi Council of Leaders — a rare example of a minority community holding a constitutional veto.

Enforcement institutions

Kiribati Police Service

Unarmed national force with a maritime unit; polices all 21 inhabited islands.

Office of the Attorney-General

Principal legal adviser, drafter and public prosecutor.

People's Lawyer

Statutory free legal representation for those who cannot afford counsel.

Public Service Commission

Constitutional body overseeing appointments and discipline in the public service.
