The hierarchy, top to bottom

Final appellate โ€” FSM Supreme Court, Appellate Division
Final national court; no external appeal.
Superior first instance โ€” FSM Supreme Court, Trial Division
National jurisdiction, including admiralty, interstate and constitutional matters.
State superior โ€” State supreme courts
