Adopted in 1977 and amended many times, notably in 1984 to add a bill of rights and in 1992 to permit multiparty politics. A proposed replacement drafted in 2014 was never put to referendum. Zanzibar has its own 1984 constitution governing non-Union matters.

Separation of powers

Presidential system with a Prime Minister, a unicameral National Assembly, and a separate Zanzibar government with its own House of Representatives and judiciary up to the Zanzibar High Court.
