Individual constitutional complaint is available after exhaustion of ordinary remedies, which makes it a genuine route rather than a formality. The 2015 constitutional reform moved Armenia to a parliamentary system and reshaped the court, and disputes over judicial tenure after the 2018 Velvet Revolution led to changes in its composition that drew Council of Europe scrutiny.
