The apex of the ordinary hierarchy under the 1993 constitution. Cambodian civil and criminal procedure was recodified with Japanese and French assistance in 2006β07, replacing UNTAC-era provisions. Judicial independence is materially constrained in practice, and the Supreme Council of the Magistracy's composition has been a standing concern of international observers.
