Following the fall of the Assad government in December 2024 the constitutional and judicial order is in transition, a caretaker administration has suspended the 2012 constitution and announced a transitional framework, and the future shape of the judiciary is unsettled. The pre-2024 structure combined a Court of Cassation, a Supreme Constitutional Court whose review was confined to referral by the President or a bloc of deputies, and exceptional courts including the Counter-Terrorism Court, whose proceedings were widely criticised. Nothing here should be relied on as current practice.
