Individual application has been available since 2012 and generates the great majority of its docket. Its authority has been openly contested: lower courts have refused to implement its judgments in some high-profile cases, notably the Can Atalay proceedings in 2023–24, prompting the court to find continuing violations. Turkey remains a Council of Europe member, and the European Court of Human Rights has found violations in cases such as Kavala and Demirtaş where implementation was withheld.
