Constitution of the Kyrgyz Republic

Approved by referendum in April 2021, replacing the 2010 parliamentary constitution. It concentrates power in a directly elected President who heads the executive, appoints ministers and may initiate legislation and referendums; the office of Prime Minister was replaced by a Chairman of the Cabinet who may be the head of the presidential administration. Parliament was reduced from 120 to 90 seats. A People's Assembly (Kurultai) was created as a consultative representative body. The text also introduced a controversial clause permitting restriction of activities contrary to 'moral values and public consciousness'.

Separation of powers

Unitary. Seven regions (oblasts) plus the cities of Bishkek and Osh, subdivided into districts and local self-governing communities (ayil aymaks). Regional and district heads are appointed within the executive chain, while ayil kenesh councils are elected and hold defined local competences including local land allocation, which matters because pasture is managed communally under the Law on Pastures 2009.
