The three branches

Head of State — President of the Republic
Directly elected for four years since the 2016 Constitutional Court ruling.
Executive — Government under the Prime Minister
Invested by Parliament.
Legislative — Parliament (101 seats)
Unicameral; nationwide proportional representation.
Judicial — Courts headed by the Supreme Court of Justice
Superior Council of Magistracy; judges subject to vetting since 2022.

How legislation is made

Bills are adopted by Parliament, usually in two readings, and promulgated by the President, who may return a bill once for reconsideration. Publication in Monitorul Oficial is a condition of entry into force.

Enforcement institutions

Prosecutor General’s Office
Includes the Anti-Corruption Prosecutor’s Office and PCCOCS.
National Anticorruption Centre (CNA)
Investigates corruption and screens draft legislation for corruption risk.
General Police Inspectorate
National policing under the Ministry of Internal Affairs.
