Constitution of the Kingdom of Morocco

Adopted by referendum in July 2011 in response to the February 20 protest movement. It obliged the King to appoint the head of government from the party winning most seats, transferred significant executive authority to the head of government, recognised Tamazight as an official language alongside Arabic, strengthened the independence of the judiciary through a Supreme Council of the Judicial Power, and created a Constitutional Court in place of the Constitutional Council. The King retains command of the armed forces, chairs the Council of Ministers on strategic matters, and remains Commander of the Faithful with authority over religious affairs.

The constitutional text

Separation of powers

Unitary but substantially regionalised since 2015, with twelve regions holding directly elected councils and their own budgets under the advanced regionalisation programme. Regions have executive competences in development planning and transport; they do not legislate.
