The three branches

Head of state — The King

Commander of the Faithful; chairs the Council of Ministers and commands the armed forces.

Executive — Head of Government and Council of Government

Appointed from the largest party in the House of Representatives; accountable to it.

Legislature — House of Representatives and House of Councillors

The lower house is directly elected; the upper represents regions and professional bodies.

Judiciary — Supreme Council of the Judicial Power

Chaired by the King, with elected judicial members; manages appointments and discipline.

How legislation is made

Bills may be introduced by the head of government or by members of either chamber. They pass through committee and plenary in both houses, with the House of Representatives having the final word where the chambers disagree. Organic laws must be referred to the Constitutional Court before promulgation. The King promulgates statutes by dahir within thirty days, and may ask parliament to reconsider a bill or submit it to referendum.

Enforcement institutions

Presidency of the Public Prosecution

Separated from the Ministry of Justice in 2017 and headed by the Prosecutor-General at the Court of Cassation.

Direction Générale de la Sûreté Nationale and Gendarmerie Royale

Urban and rural policing respectively.

National Authority for Probity and Prevention of Corruption

Constitutionally established anti-corruption body.

Bank Al-Maghrib and AMMC

Central bank and capital-markets regulator.
