Constitution of the Republic of Paraguay
Promulgated in June 1992 by a constituent assembly, replacing the 1967 text. It establishes a representative and pluralist democracy, gives Guaraní official status alongside Spanish, creates the Consejo de la Magistratura and the Defensoría del Pueblo, and prohibits presidential re-election in absolute terms. Ratified human-rights treaties may be denounced only by the procedure used for constitutional amendment.

Separation of powers
Unitary with seventeen departments and the capital district, each with an elected governor and departmental board holding administrative and limited fiscal competence. Legislative power is national.
