Legislation and primary sources

Where to find the authoritative text of the law in Sierra Leone, and how to confirm it is still in force.

Sources of law, ranked

Constitution
Supreme law; section 171(15) voids inconsistent enactments.
Acts of Parliament
Primary legislation.
Received common law and equity
English rules in force at reception, as developed locally.
Customary law
Applied by local courts outside the Western Area.
Subsidiary legislation
Statutory instruments and by-laws.

The legislative process

Bills are gazetted, read three times and committed to committee before passage by simple majority. The President assents; constitutional amendments require special majorities and, for entrenched provisions, a referendum.
