- Extensively used since 2021 to legislate while parliament was suspended.
The legislative process
Bills are introduced by the President or by at least ten members of the Assembly, with government bills taking priority. They are considered in committee and plenary; finance and organic bills follow reinforced procedures. The President promulgates statutes and may return a bill for reconsideration or put it to referendum. Since 2021 a substantial volume of law has been made by presidential decree-law, which remains in force without subsequent parliamentary ratification.
