The hierarchy, top to bottom
- Final appellate — Supreme Court of Turkmenistan
- Highest court; there is no separate constitutional or commercial supreme court.
- Appellate — Regional (welayat) courts and the Ashgabat City Court
- Appeal instance for civil, criminal and administrative matters.
- First instance — District (etrap) and city courts
- General jurisdiction at local level.
- Specialist — Arbitration and military courts
- Arbitration courts hear commercial disputes between legal entities.
- Absent — No constitutional court
- Constitutional conformity is determined by the Mejlis itself.
