Government and administration in Vietnam

How the executive, legislature and administrative state are organised, and which body is responsible for what.

The three branches

Party โ€” Communist Party of Vietnam
Leading role stated in Article 4; the Politburo is the effective decision-making centre.
Head of state โ€” President
Elected by the National Assembly; promulgates laws.
Executive โ€” Prime Minister and Government
Issues decrees implementing legislation.
Legislative โ€” National Assembly
Constitutionally the highest state organ; roughly 500 deputies.
Prosecution โ€” Supreme People's Procuracy
Prosecutes and supervises legality of judicial activity.

How legislation is made

The National Assembly meets twice yearly and enacts laws by majority; between sessions its Standing Committee issues ordinances. Drafts are prepared by ministries, reviewed by the Ministry of Justice and published for comment. The President promulgates. Most operative detail arrives later in implementing decrees and circulars, so a law's effect frequently cannot be determined from the statute alone โ€” a practical point the topic entries flag.

Enforcement institutions
