The hierarchy, top to bottom
- Final appellate and constitutional — Supreme Court
- Constitutional, cassation and electoral divisions; authority contested since 2014.
- Appellate — Courts of Appeal
- One in each governorate, with civil, criminal, commercial and personal status divisions.
- First instance — Courts of First Instance
- General jurisdiction, applying Sharia and the codes.
- Specialised — Commercial, penal and juvenile courts
- Established in the larger cities; operation varies by area of control.
- Customary — Tribal arbitration
- Not part of the state hierarchy but the effective forum for many disputes.
