Not a court and not composed only of lawyers: six clerics appointed by the Supreme Leader rule on compatibility with Islam, and six jurists nominated by the head of the judiciary and approved by parliament join them on constitutional questions. No statute takes effect without its approval, and its candidate-vetting power shapes who may stand for election, which makes it the decisive institution in Iranian lawmaking.
