The apex of the ordinary hierarchy, but not the final word on legislation: the Guardian Council reviews all statutes for conformity with Islam and the Constitution, and the Expediency Council resolves deadlock between the Council and parliament. Revolutionary Courts sit outside the ordinary structure for national-security, narcotics and related offences, and their procedures have drawn sustained criticism over access to counsel. Iranian civil law is codified on French lines but its substance in family, inheritance and criminal matters follows Twelver Shia jurisprudence.
