Constitution of the Republic of Azerbaijan
Adopted by referendum in 1995 and amended by referendum in 2002, 2009 and 2016. The 2009 referendum removed presidential term limits; the 2016 package extended the presidential term from five to seven years, created the offices of First Vice-President and Vice-Presidents, and lowered age qualifications for elected office. Chapter III sets out fundamental rights and freedoms, and Article 12 declares that securing human rights is the highest objective of the state.

Separation of powers
Unitary, containing the Nakhchivan Autonomous Republic, an exclave with its own constitution, Supreme Assembly and cabinet whose acts are subject to review for conformity with the national Constitution. Rayons are administered by centrally appointed executive heads alongside elected municipalities with narrow competences.
