Government and administration in Azerbaijan
How the executive, legislature and administrative state are organised, and which body is responsible for what.
The three branches
- Head of state — President
- Seven-year term with no limit on re-election since 2009.
- Executive — Cabinet of Ministers led by the Prime Minister
- Answerable to the President.
- Legislative — Milli Majlis (National Assembly)
- Unicameral, 125 members elected in single-member constituencies.
- Judicial governance — Judicial-Legal Council
- Selection, evaluation and discipline of judges.
- Oversight — Commissioner for Human Rights (Ombudsman)
- May apply to the Constitutional Court.
How legislation is made
Bills are introduced by the President, deputies, the Supreme Court, the Nakhchivan Supreme Assembly or by an initiative of 40,000 voters, and are passed by the Milli Majlis. The President signs within 56 days or returns the bill, which the Assembly may re-adopt by a qualified majority. Constitutional amendments require a referendum. Presidential decrees carry substantial normative weight and are the usual vehicle for implementing frameworks.
