Constitution of the Kingdom of Cambodia

Adopted in September 1993 by the constituent assembly elected under the UN Transitional Authority, restoring the monarchy as a constitutional and elective institution — the King is chosen by a Royal Council of the Throne from eligible royal descendants and does not rule. It guarantees liberal rights in Chapter III and incorporates the human rights instruments by reference in Article 31, a clause the Constitutional Council has treated as directly relevant to interpretation.

Separation of powers

Unitary, with 25 provinces and the capital. The Organic Law of 2008 created elected councils at provincial, municipal and district level, but fiscal and appointment power remains centralised in the Ministry of Interior.
