Where to find the authoritative text of the law in Cambodia, and how to confirm it is still in force.
Sources of law, ranked
- The 1993 Constitution
- Supreme; Article 31 incorporates international human rights instruments.
- Laws of the National Assembly
- Promulgated by the King after Senate review.
- The Civil Code 2007 and Criminal Code 2009
- The core codifications; both in force from 2011 and 2010 respectively.
- Sub-decrees and prakas
- Executive instruments; the working detail of most regulatory regimes.
- Land Law 2001
- Governs title, possessory claims and economic land concessions.
The legislative process
Bills are introduced by the government or by members, pass the National Assembly, go to the Senate for review within a fixed period, and return to the Assembly which may override Senate objections. The Constitutional Council may be asked to review a text before promulgation by the King. Much operative detail is then set by sub-decree, which does not pass through the Assembly at all.
