The hierarchy, top to bottom

Constitutional — Supreme Constitutional Court
Exclusive constitutional review and binding statutory interpretation; sits in Cairo.
Final appellate — Court of Cassation
Final civil and criminal appeals on points of law.
Administrative — Council of State (Majlis al-Dawla)
A separate administrative jurisdiction headed by the Supreme Administrative Court.
Appellate — Courts of Appeal
Regional; also try felonies at first instance in their criminal circuits.
First instance — Courts of First Instance and district courts
Civil, commercial and misdemeanour matters; family courts sit within this tier.
