Government and administration in Sudan

How the executive, legislature and administrative state are organised, and which body is responsible for what.

The three branches

Head of state β€” Transitional Sovereignty Council
Chaired by the head of the armed forces since 2021.
Executive β€” Cabinet
Civilian cabinet dismissed in 2021; subsequent arrangements have been provisional.
Legislature β€” Transitional Legislative Council
Provided for by the Charter but never fully constituted.
Judiciary β€” National Judicial Service Commission
Administers the judiciary; operation disrupted since 2023.

How legislation is made

The Charter assigned legislation to a joint sitting of the Sovereignty Council and the cabinet pending the formation of a legislative council, which never fully happened. Since 2021 instruments have been issued by decree. There is no verifiable ordinary legislative process at present, which is why this profile is marked as requiring research.

Enforcement institutions

Ministry of Justice and public prosecution
Directs prosecutions; capacity severely reduced since 2023.
Sudanese Police Forces
Civil policing; operating unevenly across areas of control.
Central Bank of Sudan
Monetary authority; has operated from Port Sudan since the fighting in Khartoum.
Auditor General
Statutory audit of public accounts.
