Government and administration in Bulgaria
How the executive, legislature and administrative state are organised, and which body is responsible for what.
The three branches
- Head of State — President of the Republic
- Directly elected for five years; appoints caretaker governments.
- Executive — Council of Ministers
- Elected by and answerable to the National Assembly.
- Legislative — National Assembly (240 members)
- Unicameral; proportional representation.
- Judicial — Two supreme courts and the Supreme Judicial Council
- The Council administers the judiciary and appoints judges.
How legislation is made
Bills receive two readings in the National Assembly. The President may return a bill once; an absolute majority overrides. Promulgation in Darzhaven Vestnik is required, with entry into force normally three days later.
