Government and administration in Ukraine
How the executive, legislature and administrative state are organised, and which body is responsible for what.
The three branches
- Head of State — President of Ukraine
- Directly elected for five years; elections suspended during martial law.
- Executive — Cabinet of Ministers
- Appointed by the Verkhovna Rada on the Prime Minister’s nomination.
- Legislative — Verkhovna Rada (450 seats)
- Unicameral; must approve martial-law decrees.
- Judicial — Supreme Court, appellate and local courts
- High Council of Justice and High Qualification Commission handle appointments.
How legislation is made
Bills pass first, second and sometimes third readings in the Verkhovna Rada, are signed by the President within fifteen days, and a veto is overridden by two-thirds of deputies. Laws take effect on publication unless stated otherwise.
Enforcement institutions
- Office of the Prosecutor General
- Directs prosecution; includes the Specialised Anti-Corruption Prosecutor’s Office.
- National Anti-Corruption Bureau (NABU)
- Investigates high-level corruption for trial before the HACC.
- National Police of Ukraine
- Created by the 2015 police reform.
Government bodies and regulators
