Where to find the authoritative text of the law in Uzbekistan, and how to confirm it is still in force.
Sources of law, ranked
- The Constitution
- As substantially revised by the referendum of 30 April 2023.
- Laws of the Oliy Majlis
- The Civil Code, Criminal Code, Labour Code and Tax Code are the principal instruments.
- Presidential decrees and resolutions
- A very large share of operative regulation is made this way.
- International treaties
- Ratified treaties form part of the legal system; the Constitution affirms the primacy of generally recognised international law.
- Constitution and laws of Karakalpakstan
- Apply within the autonomous republic and must not conflict with national law.
The legislative process
Bills are introduced in the Legislative Chamber by deputies, the President, the Cabinet, the Constitutional or Supreme Court, the Prosecutor General or the Jokargy Kenes of Karakalpakstan. After passage they go to the Senate, which may reject and return them; disagreement is resolved by a conciliation commission. The President signs and promulgates, and may return a law once for reconsideration. Presidential decrees and resolutions are a major independent source of operative law, and in practice regulate much of the economy directly.
