The three branches
- Head of state β President
- Directly elected for five years with a running mate; two-term limit.
- Executive β Cabinet
- Appointed by the President from the National Assembly.
- Legislature β National Assembly
- Unicameral; the House of Chiefs advises on customary matters.
- Judiciary β Judicial Service Commission
- Advises on appointments; ratification of senior judges is by the National Assembly.
How legislation is made
Bills are published in the Gazette, read three times in the National Assembly with committee scrutiny, and presented for presidential assent. Constitutional amendments require two-thirds of the membership, and amendments touching the bill of rights or the sovereignty provisions additionally require a national referendum β the reason several attempted rights reforms have stalled.
