How the executive, legislature and administrative state are organised, and which body is responsible for what.

The three branches

Head of state โ€” President
Seven-year term; term limits do not apply to the Leader of the Nation under the 2016 amendments.
Executive โ€” Government, led by the Prime Minister
Appointed and dismissed by the President.
Legislative โ€” Majlisi Oli โ€” Majlisi Milli and Majlisi Namoyandagon
Assembly of Representatives of 63 members; National Assembly of 33 representing the regions.
Judicial โ€” Supreme Court, Supreme Economic Court and lower courts
Judges are appointed by the President or, for the higher courts, on his nomination.
Autonomous region โ€” Assembly of Gorno-Badakhshan
Constitutionally recognised regional legislature.

How legislation is made

Bills are introduced in the Assembly of Representatives by deputies, the President, the Government or the Assembly of Gorno-Badakhshan. After adoption they go to the National Assembly for approval; disagreement is resolved by a conciliation commission or by a two-thirds vote of the lower chamber. The President signs and promulgates, and may return a law for reconsideration. Constitutional amendments require a referendum, which is how each of the three amendment packages was adopted.
